PA mandates "fire-safe" Cigarettes

PRCN-WPSU (2008-07-21) Under recently-passed legislation, Pennsylvania retailers have about a year to make the transition to selling a so-called "fire-safe" cigarette. The state will ban the sale of any cigarette that does not include the new low-ignition technology.
Spokesman John Singleton of the North Carolina-based Reynolds-American, which manufactures Camel, Kool and Winston brands, says even with the new, safer Cigarettes, precautions still must be taken.
"These are not fireproof Cigarettes," Singleton told Public Radio Capitol News, "They are fire-standard compliant, and do pass some tests which have some circumstances surrounding them where they are more likely to go out. But we would still encourage our adult smokers to make sure that they handle them very carefully."
The new law goes into effect in about a year. Singleton says that will give everyone time to understand the rules, and will allow retailers to sell out existing inventory.
State Representative Tim Solobay, who is the fire chief of the Canonsburg Volunteer Fire Department in Washington County , was a strong advocate for the law. He says careless smokers frequently don't realize the danger of a cigarette tossed out of a car window.
He said, "Thinking that it cleared, here the wind brought it right back in, and put it in the back seat, and they had no clue about it, and later on that day, or in the middle of the night, all of a sudden their car is on fire."
Some of the fire-safe Cigarettes are made with a low-ignition paper that burns more slowly; others have a raised ridge -- a speed bump of sorts -- that is more likely to extinguish if the cigarette is left unattended.
